On January 14, 2023, the second plenary session of the 13th Anhui Provincial Political Consultative Conference was held. At the meeting, Xia Haojie, a member of the Anhui Provincial Committee of the Chinese People""s Political Consultative Conference and the chairman of the Hefei University of Technology branch of the Chinese People""s Political Consultative Conference, delivered an oral speech on behalf of the Anhui Provincial Committee of the Chinese People""s Political Consultative Conference entitled "Vigorously developing the high-end instrument and meter industry and accelerating the construction of a strong manufacturing province".

Currently, the instrument and meter industry in Anhui Province is developing rapidly, with the photoelectric sensor and instrument industry centered in Hefei and the process control instrument industry centered in Tianchang both having a certain scale. In the field of high-end instrumentation, Anhui has certain advantages, such as the first commercial use of quantum precision instruments, electronic paramagnetic resonance spectrometers, and liquid helium free temperature control systems in China, and the domestic substitution of core components for high-end industrial cameras and superconducting proton therapy systems.

However, the Anhui Provincial Committee of the National Revolutionary Committee has learned that there are still two prominent issues in the development of the high-end instrument and meter industry in Anhui Province. Compared with the first developed regions, there is a significant gap in terms of industrial system and leading enterprises. Taking Hefei as an example, in 2021, the scale of instrument and meter enterprises and their revenue were only 23.1% and 13.7% of Hangzhou""s, respectively, and there was a lack of coordination in key directions throughout the province, making it difficult to support the high-quality development of the instrument and meter industry. The development of high-end instruments and meters is still tracking advanced foreign products, with technology accumulation mainly in universities and research institutes. The overall innovation capability of the industry is insufficient, and the practicality of independently developed high-end instruments is poor. Most key components rely on imports, and the added value of products is not high.

To this end, the Anhui Provincial Committee of the National Revolutionary Committee of the Communist Party of China proposes to highlight key areas and build a cluster of characteristic high-end instrument and meter industries. Focusing on the major national needs and the top ten emerging industries in Anhui Province, we will focus on high-end instruments such as machine vision inspection instruments, analytical instruments, environmental monitoring instruments, medical instruments, etc., and leverage the leading and supporting role of technology-based leading enterprises to promote the industrial chain length system with leading enterprises as the core. Complete and perfect high-quality upstream and downstream industries, create a group of specialized, refined, and new enterprises, systematically develop materials, components, equipment, etc. related to the instrumentation industry, and build a comprehensive and structurally reasonable industrial structure. Aiming at the world""s advanced technological level, we will build an instrument and material industry cluster in Bengbu and a high-end instrument industry cluster in Hefei.

Promote education and create a gathering ground for innovative and entrepreneurial talents in high-end instruments and meters. Establish special support policies to promote the construction of key disciplines in branded instruments and meters, and improve the mechanism for cultivating new engineering talents in instrument related fields that integrate science and education, as well as industry and education. At present, there are 11 universities in Anhui Province that offer undergraduate majors in instrumentation, among which 3 universities have been selected as national undergraduate majors and should be given key support. In order to adapt to the intelligent development direction of the instrumentation industry, Hefei University of Technology has newly opened a major in Intelligent Perception Engineering, which can support qualified universities in the province to offer this major. Based on the industrial foundation of Anhui Province, we aim to introduce outstanding scientists, leading talents and teams with international perspectives, as well as core technical and senior management talents from world-class enterprises, both domestically and internationally. Select and cultivate localized talents in universities, research institutes, and high-tech enterprises stationed in Anhui.

Independent innovation, establish a high-end instrument and meter government school enterprise cooperation research and development system. Improve the cooperation mechanism between government, industry, academia, research, and application, regularly carry out "dual needs" docking activities, strengthen goal oriented technological evaluation reform, diversify technological investment, and help enterprises play the main role in product innovation. Support the establishment of joint innovation centers or research and development platforms such as Anhui Provincial Laboratories in collaboration with long chain enterprises, Hefei University of Technology, University of Science and Technology of China, Hefei Institute of Materials Science and Technology, etc. Increase special support for inter provincial linkage, regional joint funds of the National Natural Science Foundation, and major scientific and technological breakthroughs in Anhui Province, increase financial investment, and combine it with enterprise self financing to expand the scale of special funds, carry out common basic research on high-end instruments, and break through key technologies of key high-end instruments. We will adopt methods such as unveiling and leading, and targeted commissioning to tackle typical sensor and instrument products.

Policy guidance to promote the healthy development of the high-end instrument and meter industry. Develop an import substitution list, study and formulate relevant policies, and guide public institutions, universities, research institutes, etc. to prioritize the procurement of Anhui Province""s "three new" and "three first" instrument products. Establish diversified investment special funds to encourage enterprises to demonstrate and apply Anhui Province""s "Three New" and "Three First" instrument products, and promote the localization and application of high-end instruments and meters. Continuously improve product quality through application feedback. The funding method for improving the high-end instrument and meter unveiling and leading projects is jointly funded by the government, research and development enterprises, and application enterprises to share risks and benefits.

Currently, China is in a critical period of innovation driven transformation and upgrading, and the country attaches great importance to scientific research investment and technological research and development. According to data from the National Bureau of Statistics, a total of 2795.63 billion yuan was invested in research and experimental development (R&D) in China in 2021, a year-on-year increase of 14.61%, with an average compound annual growth rate of 13.32% from 2010 to 2021.

Scientific instruments have a wide range of application scenarios and a large market space. Domestic instruments adhere to long-term investment, continuously improve product performance and brand recognition, and are expected to accelerate the process of domestic substitution, achieving the takeoff of domestic instruments.
